Principal Consultant – Enterprise Solutions

We are expanding our enterprise solution consulting capabilities in Oman and across the Middle East. We are seeking a highly experienced Principal Consultant to bridge technology architecture with business strategy and measurable impact. This is not a quota-carrying sales role — this is a solution-shaping, deal-enabling, executive-engagement role. You will operate at the intersection of Green Tech, AI, Big Data, IoT, Blockchain, Cloud, Cybersecurity, and smart platforms — translating complex business challenges into scalable, secure, and commercially viable digital solutions.

Critically, Apexone's strategic expansion in Oman will be driven by securing government tender projects. You will lead the end-to-end tender response lifecycle — from identifying opportunities on platforms like Esnad, navigating Oman's Tender Law (Royal Decree 36/2008) and the newly established Authority of Projects, Tenders and Local Content, through to developing winning technical and commercial proposals that comply with strict procurement regulations, In-Country Value (ICV) requirements, and Omanisation mandates.

Core Responsibilities

EMPLOYMENT TYPE: FULL-TIME, PERMANENT

Key Role Objectives:
A. Solution Consultation

  • Suggest end-to-end enterprise solutions in Green Tech, AI, Big Data, IoT, Blockchain, Cloud, and Cybersecurity.

  • Develop high-level and detailed solution blueprints aligned with client business objectives and regulatory requirements.

  • Conduct technical feasibility studies and Red/Yellow/Green boundary assessments to eliminate scope creep and feasibility bottlenecks.

B. Government Tender & Procurement Expertise

  • Tender Opportunity Identification: Proactively monitor Oman government procurement portals — including Esnad the unified electronic platform for managing all government tenders and procurement processes — to identify strategic opportunities aligned with Apexone's capabilities.

  • Tender Lifecycle Management: Lead end-to-end tender response coordination — from pre-qualification (RFI/PQQ), through technical/commercial proposal development, to bid submission, clarification rounds, and contract negotiation.

  • Regulatory Compliance: Ensure all tender submissions comply with Oman's Tender Law (Royal Decree 36/2008, as amended), its Executive Regulations, and directives from the Authority of Projects, Tenders and Local Content — including adherence to Royal Decree 57/2025 which established the new authority's mandate.

  • ICV & Local Content Strategy: Develop compelling In-Country Value (ICV) propositions — ensuring bids address the mandatory local content requirements for contracts exceeding 3 million Omani Rials, including Omani workforce deployment, local supplier utilization, technology transfer, and knowledge transfer commitments.

  • Omanisation Compliance: Ensure all proposals align with Omanisation targets verified through the Esnad electronic tendering system, including compliance with Ministry of Labour mandated percentages for different job grades.

  • Bid Governance & Review: Establish structured review gates for all tender submissions, ensuring technical feasibility, commercial viability, regulatory compliance, and competitive positioning before submission deadlines.

  • Vendor Pre-Qualification & Registration: Manage Apexone's registration and pre-qualification status with government procurement portals, tender boards, and relevant ministries to ensure eligibility for future opportunities.

C. Techno-Commercial Pre-Sales

  • Engage with prospects to understand business objectives and procurement constraints.

  • Translate challenges into structured solution proposals and bill of materials.

  • Prepare comprehensive tender documentation — including technical proposals, BOQs, compliance matrices, pricing schedules, and ICV plans.

D. Business & Strategic Advisory

  • Develop business cases including ROI, TCO, and phased transformation roadmaps.

  • Align technical solutions with client digital transformation agendas — including Oman Vision 2040 objectives for digital transformation and economic diversification.

  • Structure risk-managed transactions that align with government procurement frameworks and budget cycles.

E. Executive Engagement

  • Confidently present to CIO/CTO-level stakeholders and government procurement committees.

  • Influence technical and business decision-making processes.

  • Serve as the trusted technical authority during executive advisory sessions, translating complex tech stacks into clear business outcomes and ROI models.

Required Qualifications & Experience:

  • 15+ years of experience in enterprise solution consulting, architecture, or technical pre-sales

  • Strong background in one or more domains: IoT platforms, AI/Data platforms, Cloud-native architecture, Enterprise integration, Cybersecurity frameworks

  • Proven experience in end-to-end enterprise or government solutions

  • Experience supporting large RFPs and structured technical proposal responses

  • Preferred:

    • Experience in GCC/Middle East digital transformation initiatives

    • Public sector procurement and government tender processes

    • Smart City/Manufacturing/IIoT initiatives

    • Deep understanding of Oman's procurement landscape — including the Tender Law (Royal Decree 36/2008), the Authority of Projects, Tenders and Local Content, and the Esnad e-tendering platform

    • Experience developing ICV plans and navigating Omanisation compliance requirements

    • Arabic language skills are a significant advantage for engaging with government stakeholders and reviewing Arabic tender documentation

Success Criteria in First 12 Months:

  • Successfully shape and support winning of at least 2-3 strategic government tender opportunities in Oman

  • Establish structured pre-sales methodology and solution documentation standards — including tender response templates, compliance checklists, and ICV plan frameworks

  • Build strong executive-level client relationships with government procurement departments, ministries, and key decision-makers

  • Strengthen positioning in Green Tech, AI, Big Data, IoT, Blockchain, and smart solutions market in Oman

  • Establish Apexone as a pre-qualified and registered vendor on key government procurement portals

  • Develop a repository of Oman government tender intelligence — including procurement cycles, decision-makers, evaluation criteria, and competitor positioning
